Frisco officials encouraged by new town development

FRISCO — With 11 construction projects under way — from initial designs to groundbreaking ceremonies to finishing touches — Frisco's development climate may finally be moving past the recession.


“I think that, from everything we've seen, it says good things about where we're going,” said Mark Gage, Frisco's director of community development.

With new ventures spanning affordable housing, condos and mixed-used buildings to a new recreation area complete with a tubing hill and a day lodge, there's definitely an uptick in the town's construction activity.

“Transfer fees are up, meaning units are changing hands,” added town manager Michael Penny. “It's a good start for the year.”

Gage said developers are working hard to make projects happen by securing presales and financing, and construction already put on hold due to the tough economy may be starting up again.

“These guys all have to get presales to get financing,” Gage noted.

On top of numerous private developments, two large public projects are also advancing this summer.

“The town is doing its part with the peninsula recreation area project and (the) Peak One (affordable-housing development),” Gage said.

Town of Frisco officials said local contractors are being used for both jobs.

Boulevard Bend: 406 8th Ave.
Developer Larry Feldman is moving forward with his latest project — Boulevard Bend, a 22-unit condominium complex including four affordable homes on 8th Avenue across from the Lake Dillon Fire-Rescue station. Construction will likely start in June.  According to Feldman in an April 19 e-mail, four units are already under contract. There's currently an Airstream trailer being used as a sales office on the construction site.

7th & Belford Tri-Plex: 518 7th Ave.
This tri-plex project languished for awhile — at least a year or so — but now Gage says construction is under way and completion is imminent.

Water Tower Place: 30 Water Tower Way
With two buildings already up, the developer's next step is to build a third mixed-use building on Granite Street.   “It won't be built this year,” Gage said.  The construction schedule will be dependent on presales and financing.

West Frisco Gateway: 331 W. Main St.
Construction is nearing completion on the last in a string of buildings part of the West Frisco Gateway project — “They're finishing it up,” Gage said.  The buildings are located on the west end of Main Street.

Galena Cabins: 110 Galena St.
There are plans in the works to build six cabins on Galena Street, with construction set to start this summer. A home already on the site will be torn down to accommodate the new development.

Peak One Neighborhood
Construction on Frisco's new affordable Peak One Neighborhood will likely start within 30 days. The deed-restricted neighborhood will be built south of Main Street on the 12.68-acre Peak One parcel. The building plan includes 70 units in a mix of duplexes and single-family homes. The units will range from small cabins (around 800 square feet) to single-family homes up to about 2,000 square feet. Twelve homes will be built this summer, and construction to build-out will take at least five years. The homes are being made available to people making between 80 percent and 160 percent of the area median income.

Frisco Peninsula Recreation Area
The Town of Frisco is also moving forward on construction for its peninsula recreation area development. A public groundbreaking ceremony is set for Tuesday, and the town hopes to have its new tubing hill up and running for Thanksgiving 2010. The first phase of the recreation development also includes a bike park, a day lodge, a terrain park, plus roadway and parking improvements.

Kessler Project: 406 Galena St.
Otherwise known as “Frisco Central,” the Kessler Project — a tall, skinny building to be used for lodging — is at a standstill. Access to the building is located on a Galena side-ally.  “The building permit has expired,” Gage said, who also noted that the builder must meet with the town for re-application.

Legends at Frisco: 306 2nd Ave.
This project is a duplex development — two of the buildings (four units total) have been constructed with four more duplex buildings (eight units) pending.  Construction is on hold, though Gage said “the builder hopes to start up again this summer.”

Holiday Inn
The Holiday Inn near I-70 in Frisco continues to undergo renovations to be completed for the summer season. Its first phase of work is done, and workers are now starting on the second round of updates. New room decor includes plasma TVs, modern furniture, bathrooms and plush bedding. The second phase of construction will create a brand new lobby, plus a restaurant and bar — Sporting News and Grill.

Frisco Mall upgrade
An initial plan to redesign the old Frisco Mall — including outdoor seating and a music venue — was reviewed in February by the town's planning commission. The mall is located in the heart of Frisco, on Fourth Avenue and Main Street.  According to Gage, the project is “not active at the moment” and a timeline for the upgrade hasn't been set with the town.
